The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires: 800 Gallons of #1 Dyed Diesel Fuel, delivery will be coordinated as needed.
The Great Lake Acquisition Center (GLAC) intends to issue a Request for Quotes (RFQ) for the above items. This procurement is being conducted in accordance with FAR 13.106-1 soliciting competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 324110, Petroleum Refineries. The FSC/PSC is 9140, Fuel Oils.
BUY AMERICAN ACT NOTE: The basis of design items identified in this notice are domestic end products for public use in the United States as defined in FAR Part 25.
Any responsible source who believes it can meet the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by email by the closing date and time of this notice. Telephone requests will not be accepted. Responses shall include the country of manufacture.

The VHA NCO 12 is conducting market research to find qualified vendors who can deliver 800 Gallons of #1 Dyed Diesel Fuel. Delivery will be coordinated as needed. Contractor shall provide the following diesel fuel for the Tomah VA Medical Center, 500 E. Veterans Street, Tomah, WI 54660-3105. Delivery to buildings: B32 ~ B411 ~ B415 ~ B424 ~ B445 ~ B446 ~ B447 ~ B448 ~ B449 ~ B451 ~ B40. Fuel delivery shall be coordinated with one of the following contract POCs:

Contractor shall provide a detailed bill of lading to contract POC's at time of delivery for each location serviced and as listed in this contract. Bill of lading shall include, at the minimum, the following:
Date of delivery.
Name of delivery technician.
Location of delivery. (Shall only be one of the locations listed above).
Quantity of fuel delivered, broken out by location serviced.
Signature of delivery technician.
Signature of Government POC that received the delivery.
Vendors with a GSA schedule shall provide the contract number of that schedule and the expiration date as well as product NAICS codes. All items should be clearly identified if they are scheduled items or open market items.
Interested offerors are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) under the above NAICS code at http://www.sam.gov to be considered for an award.
