Description
The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify Veteran Owned Small Business parties having an interest in and the resources to support a requirement for Protestant Musician Services at the Clement J. Zablocki VA Medical Center in Milwaukee, WI. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 711130 Musician Services.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
Requirements:
Scope.

The Clement J Zablocki VA medical Center in Milwaukee, WI. has a need for an experienced musician who can play either the organ, piano, and/or keyboard (with a minimum of three years experience playing for Protestant services) to perform during services primarily on Sundays, special occasions, and rehearsals as requested.
For the Chaplain Musician, there are 4-5 Sunday Protestant services a month (52 services per year). There are also other additional services requested such as, but not limited to, healing services, memorial services, holiday services (like Christmas and Easter) which need to be covered in the VA chapel, located at the Milwaukee VA Medical Center (5000 West National Ave. Milwaukee, WI 53295).
Each Sunday morning Protestant Services are from 10:00 am to 11:00 am and will include Musician to perform 10 minutes prior to and up to 20 minutes after the scheduled service time for a total performance time from 9:50 am to 11:20 am. On average there are 4 services per month, with 5 services on months that have 5 Sundays, totaling 78 hours per year.
Chaplain Musician shall rehearse weekly with the chapel s Praise Team. Rehearsals will consist of 70 hours per year with at least 1 hour or more per week, with a maximum of 5 hours per month at a day and time TBD.
There will also be up to 12 hours of additional/ special Protestant Services that may include Healing Services, secular music for Memorial Services and national holidays, as well as various special holy days. The services last in varying lengths of time, but average about 1 hour to 1.5 hours per actual service. This does not include prep time.
The Musician must be well versed in the repertory of Protestant music. Musician shall have experience working with and leading gospel praise team/choirs for Protestant service. The Musician shall be proficient in playing either the organ, piano, and/or keyboard
The Musician works with the individual VA chaplains and volunteer worship leaders in choosing music and must be able to work with chaplains of all faith backgrounds. The Musician should be well versed in English and be able to lead music for the services. A Musician who can sing and assist in leading the music portion of service is preferred.
Contractor shall be responsible for providing alternate Musician (either an organist, pianist, and/or keyboardist) for each service in the event the primary Musician is unavailable.
Contractor shall provide a video of the proposed Musician playing three protestant (praise team/choir) songs on the organ, piano, and/or keyboard. Suggested song list is listed below:

The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
