Bid Synopsis: The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for New Hire Program Services for the Department.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996, commonly referred to as the federal “Welfare Reform Bill”, directs the states to expand child support collection activities. This requires employers to report all newly hired employees for the purpose of quickly locating individuals who are involved in a child support enforcement case.

Wisconsin implemented their New Hire system on January 1, 1998, and continues to collect and maintain New Hire records. The law requires employers to report the name, address, and Federal Employer Identification Number (FEIN) for their organization, and the name, address, and social security number of each newly hired employee. Wisconsin also requires employers to submit the employee date of birth, state of hire, and date of hire.

Within DCF, the Division of Family and Economic Security, Bureau of Child Support (BCS) and DWD, the Division of Unemployment Insurance, Bureau of Management and Information Services are the primary stewards of the New Hire program. The primary use of the New Hire database is to interface with Wisconsin’s automated child support enforcement system, the Kids Information Data System (KIDS). The information is used to quickly locate newly employed individuals who owe child support or are wanted for a child support enforcement action (e.g., establishment of paternity).

The anticipated annual volume of reports is estimated at 1.2 to 1.3 million. About 95% of these reports are made electronically with the remaining number submitted as paper reports. The number of employers reporting annually is anticipated at 65,000 to 70,000.
