Bid Synopsis: The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for an independent program evaluation leading to recommendations for program/contract changes to be included in the RFP for the Wisconsin Works (W-2) Program in the next iteration of the contract scheduled to begin January 1, 2025, RFP development, and RFP implementation services for W-2 Program. The Contractor awarded through this solicitation will be ineligible to bid on the W-2 Program RFP set to begin January 1, 2025, that is part of the work product resulting from this procurement . The State as represented by the Wisconsin Department of Children and Families (DCF) intends to use the results of this Request for Proposal (RFP) to award a contract for an independent contractor to conduct a three-phase project.

The first phase includes a comprehensive evaluation of the W-2 program at its current design as well as recommendations for program improvement and/or redesign to shift the program’s service delivery to focus on participant-centered problem solving and address their whole family needs.

In collaboration with the Bureau of Working Families (BWF), the contractor will assist in the second phase of this proposal in developing and drafting the key programmatic sections of the W-2 RFP set to be released in the Spring of 2024, including but not limited to outcomes to be achieved, services to be provided to achieve those outcomes, service delivery design, and options for a payment structure linked to outcomes. Additionally, the contractor will develop recommendations for contract language as well as oversight and monitoring processes to best support outcome-oriented services for the W-2 and related programs.

Lastly, in the third phase of this proposal, the contractor will assist in initial implementation of the next iteration of the W-2 contracts once awarded, to provide support in the areas of change.
