Bid Synopsis:

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for services relating to Sex Trafficking Survivors and Caregivers Support Services in the Department of Children and Families (DCF) Youth Services Regions (see Appendix 1). Options for direct services can include any of the following or one or more of the following: case management, support groups, mentoring, advocacy and accompaniment, multidisciplinary team coordination, or other related and complementary services, including culturally relevant methods of care. Options for caregiver support may include, but are not limited to, a caregiver hotline, caregiver or parent advocates, providing training and support for caregivers using existing programs or curricula, developing training and resources for caregivers. It is not necessary for a Proposer to or provide all potential direct service types.
The State as represented by DCF intends to use the results of this Request for Proposal (RFP) to award multiple contracts for Support Services for Sex Trafficking Survivors and Caregivers in DCF’s Youth Services Regions 1-6 and including Tribes in Region 7. Tribal programs in Regions 1-6 are eligible to apply. See Appendix 1 Youth Services Regions for a map. It is not necessary for a Proposer to serve the entire region. Based on proposals submitted and the amount of funding available, DCF may award multiple contracts for services per region; see Section 1.11 Contract Term and Funding for additional details.
Your submitted proposal must clearly identify (in Section 6 Program Summary and on the Cost Proposal Attachment C) the region you are proposing to serve. Tribal applicants must clearly identify which Youth Services Region their program will be based out of, but may elect to serve tribal members residing outside of the Youth Services Region they identify as their primary location. Proposer may submit proposals to serve more than 1 region, however, each response must be submitted separately; see Section 3.3 Multiple Proposals
