To align with Wisconsin’s child welfare system transformation, the Department of Children and Families (DCF) will establish resources and support for families with out-of-home care involvement through the Wisconsin Family Connections Center as a unified program providing equitable services for parents and caregivers that are partnering to raise children and youth through kinship care, foster care, and post-permanency including reunification, guardianship, and adoption. The Wisconsin Family Connections Center will consist of one Statewide Wisconsin Family Connections Center and Regional Wisconsin Family Connections Center contracts (see RFP 437003-G23-0002126). This Request for Grant Proposal (RFP) is for only the Statewide Wisconsin Family Connections Center. The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the operation and staffing of the Statewide Wisconsin Family Connections.
The Statewide Wisconsin Family Connections Center will create culturally responsible and relevant information, outreach, and referrals; training opportunities; and conferences for relatives and like-kin caregivers, birth, foster, and adoptive parents, legal guardians, and parents seeking to make an adoption plan for their children. The Statewide Wisconsin Family Connections Center will create culturally responsible and relevant information, outreach, and referrals; provide collaborative support to tribal child welfare agencies; and develop materials to be used by the Regional Wisconsin Family Connections Centers and by child welfare professionals throughout Wisconsin such as resource family recruitment and retention programming. The Statewide Wisconsin Family Connections Center will be responsible for coordinating a quarterly meeting with the Regional Family Connections Centers. See Appendix 1 for a map of the Regional Wisconsin Family Connection Center service areas.
Non-profits, for-profits, county agencies, and tribal agencies are eligible to submit a response, however, this program will use federal appropriations and profit is not allowed. Proposers who provide a response to this RFP can also respond to the Regional Wisconsin Family Connections Center (RFP 437003-G23-0002126).
The State as represented by DCF intends to use the results of this RFP to award a single contract for the Statewide Wisconsin Family Connections Center.
