Title: Domestic Violence Core Services - Gap Jurisdictions

Bid Synopsis: The intent of this Request for Grant Proposal (RFP) is to ensure all survivors of domestic violence have access to services. As a result of the RFP the Wisconsin Department of Children and Families (DCF) issued in August 2022 for Statewide Domestic Violence Services (RFP 437003-G22-0002000), DCF has identified in the following counties and tribe as having gaps in service provision related to core domestic abuse services:
•        Florence County
•        Iron County
•        Sawyer County
•        Oneida Tribe

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal to provide domestic abuse survivors with core services (Wis. Stat. s. 49.165(c) 3, 4, 7) and assist programs in enhancing support services for domestic abuse survivors and/or their children in the above listed counties and tribes. Responses to provide services outside the above counties/tribe will be rejected.

Consistent with current funds awarded and to ensure any survivor needing access to domestic abuse services, all Proposers, regardless of the location(s) for which a proposal is submitted, must be prepared to serve any survivors who come to them requesting services.

Proposals may be submitted by any organization meeting the definition under Wisconsin Statute Section 49.165(1)(d): a nonprofit corporation, a public agency, or a tribal government that provides or proposes to provide any of the following domestic abuse services: (1) shelter or private home care; (2) advocacy and counseling for victims; (3) 24-hour domestic violence hotline; or (4) community education. Only federally recognized tribes may apply for funding designated for a tribal jurisdiction.

The State, as represented by DCF intends to use the results of the RFP to award contracts for Domestic Violence Core Services – Gap Jurisdictions in each of the above jurisdictions. In accordance with 45 CFR 75.351 and 2 CFR 200.331, DCF has determined these services to be a subrecipient for federal reporting purposes. The awarded Proposer(s) will be subject to all provisions of 45 CFR Part 75 and 2 CFR Part 200 as applicable to that respective classification. DCF’s use of the term “Contract/Contractor” throughout DCF materials is merely operational and does not represent the official federal determination stated here.
