Construction Inspection Services for Municipal and Private Development Construction

OFFICIAL NOTICE

PROPOSALS REQUESTED: Formal proposals will be received, per the instructions below, until 11:01 A.M. on Wednesday, March 8, 2023. Proposals received in response to this request will be forwarded to the City’s Engineering Department for evaluation and consideration. NOTE: This is not a pubic bid opening.

The City of Wauwatosa is seeking quotes from qualified engineering firms to submit sealed proposals and a statement of qualification for providing on-call, as-needed construction inspection services for municipal construction activities for the 2023 construction year. This proposal is not project specific. Consultant(s) selected will be called throughout the season to fill inspection on projects on an as needed basis. The City is looking for inspection staff with a minimum of 3 years of construction inspection experience, preferably in municipal inspection for the 2023 construction season. All levels of experience shown within this RFP may be considered for the 2024 construction season, in accordance with City’s Request for Proposal dated February 28, 2023 and this Official Notice.

Proposals submitted during this RFP, deemed qualified and who were awarded services in 2023 may be used by the City for pre-qualification for services in 2024. Consideration for 2024 inspection services will require mutual acceptance of proposed staff and any associated rate increases by the method indicated by the consultant submitted with this proposal.

PROPOSAL SUBMITTAL

Proposal responses are due no later than 11:01 AM, Wednesday, March 8, 2023. Proposals are to be a single PDF delivered via an email titled “Proposal for Professional Services- Construction Inspections Services for Municipal and Private Development Construction” to Laurie Schleimer, Purchasing Coordinator at lschleimer@wauwatosa.net

Proposer certifies that their proposal has been made without connection to any other vendor and is, in all respects, fair and without collusion or fraud, and is made with the understanding that no elected official or Wauwatosa City employee has an interest, directly or indirectly, unless otherwise stated.

The City of Wauwatosa reserves, exclusively to itself, the right to reject any or all proposals or to accept the proposal deemed most advantageous to the City and to waive any, or all, technicalities or informalities in submitted proposals. No proposals, alterations, or modifications to proposals shall be allowed after the official date of submission.

PATENTED DEVICES, EQUIPMENT AND PROCESSES: It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights. The successful bidder shall, in all cases, indemnify and save harmless the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery.

Consultants are not permitted to contact individual City Council members or other City staff for clarification of the RFP.
