Synopsis: PAINT F-16A STATIC AIRCRAFT TAIL # 79-0368
The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. All interested parties should respond.
The 115th Fighter Wing intends to issue a solicitation and award a firm-fixed price contract to paint an F-16A static aircraft display located at Truax Field, Madison, WI. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a response to a solicitation as a prime contractor no later than 18 November 2022, 4:00PM CST. This notification, which shall not exceed three typewritten pages, must include ALL the following:
(1) Positive statement of intent to respond to solicitation
(2) A completed and signed Source Sought Information Request Form
(3) A listing of projects completed during the past six years involving painting/restoring aircraft static displays, both for government and private industry. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor.
In the event adequate Small Business contractors are not available for adequate competition for this requirement, it may be advertised as unrestricted. Information shall be provided via email to: dave.mattila.2@us.af.mil. Include the following in the subject line: Sources Sought W50S9F-23-Q-0001. No facsimile responses will be honored.
PROGRAM DETAILS: The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI is conducting market research seeking capable sources for services and supervision necessary to paint an F-16A static aircraft display. The project consists of restoration and preservation of F-16A Static Display Aircraft, tail #79-0368, on display at Truax Field, Madison WI 53704. The Primary goal is to preserve the history of the Wisconsin Air National Guard and maintain authenticity of the static display aircraft. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to perform restoration of the aircraft. Restoration and preservation consist of sheet metal work, maintenance repairs, bird proofing, and painting. Preparation of the surface of the aircraft includes pressure washing, stripping paint, sanding paint and corrosion repair to make the surface compatible to new paint with proper collection of paint chips, etc., so that no environmental hazard is created. All tasks performed shall be accomplished in a workmanship like manner and in accordance with applicable federal, state, and local regulations and any OSHA requirements. The contractor shall also ensure all personnel are provided appropriate personal protective equipment for the work being performed. The contractor will paint the aircraft in accordance with commercial practices and manufacturer’s recommended procedures.
