The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the Milwaukee Family Intervention Services (MFIS). This program will serve caregivers (biological parents, legal guardians or other adults providing care for the youth) and youth, living in Milwaukee County, who are experiencing behavioral concerns, truancy issues, academic related problems, runaway behavior, and other conflicts between the caregiver and child.
The MFIS program’s main purpose is to assess the individual needs of families and to link them to appropriate services and resources to avoid court intervention. MFIS services are specialized family-focused services, inclusive of clinical, evidence-based therapeutic services, utilized to address the core conditions causing youth difficulties and diminished family functioning. MFIS services are intended to strengthen the family’s ability to manage the youth’s behavior, stabilize the family unit and prevent court involvement. A Draft Scope of Services is included in Appendix 1 and is intended to provide additional details relating to the services described in the RFP.
The State as represented by the Wisconsin Department of Children and Families (DCF) intends to use the results of this Request for Proposal (RFP) to award one contract for the Milwaukee Family Intervention Services program in Milwaukee County. The resulting contract will be federally funded and profit is not allowed.
