Bid Synopsis:

The Wisconsin Department of Corrections (WI DOC) has developed and is implementing Evidence-Based Program Standards in the areas of Cognitive-Behavioral Programs,  Employment Programs, Sex Offender Treatment, Substance Use Disorder Treatment, and Virtual Program Delivery.

The purpose of the standards includes the following:

  • Increase the effectiveness and consistency of service delivery throughout WIDOC;

  • Carefully consider fiscal and human resources;

  • Identify subordinate goals, objectives, and outcomes to form the basis of a policy and procedure guide;

  • Guide curriculum development and implementation;

  • Identify offender risk, needs, and responsivity factors and incorporate them into all aspects of treatment and treatment design;

  • Maximize service benefit by ensuring continuity of care;

  • Utilize evidence-based practices to continually improve program quality and effectiveness.

WIDOC Program Standards are aligned with the University of Cincinnati Corrections Institute’s Evidence-Based Correctional Program Checklist ; reflect the National Institute of Corrections’ Principles of Effective Intervention ; and are grounded in the What Works” recidivism reduction research . Service standards, curriculum criteria, staff credentialing and training standards, and quality assurance guidelines are delineated within each standards document.

The Wisconsin Department of Corrections promulgated Executive Directive 84 in October of 2015. This directive mandates the development of division-specific implementation teams dedicated to working toward a phased approach to alignment with evidence-based program standards. This alignment work will be initiated in the Division of Adult Institutions (DAI), the Division of Community Corrections (DCC) and the Division of Juvenile Corrections (DJC).

We fully expect the implementation planning and execution timelines to look very different within and across divisions. This phased or tiered approach to alignment reflects the varied levels of development within our agency and among our contracted service providers.

Please take some time to review the four WI DOC program standards provided below, Cognitive-Behavioral Program Standards , Employment Program Standards , Sex Offender Treatment (SOT) Service Standards , Substance Use Disorder Treatment Standards , and Virtual Program Delivery Standards . As WI DOC moves forward with implementation, you will see changes in bid/proposal language included in yet to be conducted solicitations.  Your WI DOC Representative will be in contact with you in the future should these standards impact service delivery.

Revision History2/28/2023 4:56:04 PM - Kathy Kaeding: The 2023 SOT Standards contains two revisions to support treatment based on identified risk and dynamic needs, as determined by validated assessment tools.
1) The PROFESOR assessment was added as an option for assessment of male youth. Two assessments are now included in the standards for this population: the J-SOAP-II and the PROFESOR.
2) The duration of SOT-4 programming was adjusted to 18-24 months from a two-year timeframe. This revision reflects treatment progress noted at this level.
9/10/2021 10:10:55 AM - Kathy Kaeding: The Virtual Program Delivery Standards (with effective date March 22, 2021) were issued by WI DOC earlier this calendar year and are now posted on this VendorNet page. WI DOC has already started the process of moving forward with implementing these Standards for Virtual Program Delivery.

Please review revision history below for details on previously posted information. WI DOC continues to move forward with the implementation of the Cognitive-Behavioral Program Standards and the Sex Offender Service Standards.
It is anticipated that you will see changes in bid/proposal language included in current solicitations as well as those solicitations anticipated to be released later this fiscal year (FY18, July 1, 2017-June 30, 2018) and next fiscal year (FY19, July 1, 2018-June 30, 2019).

2/6/2018 1:31:49 PM - Kathy Kaeding: Although the Substance Use Disorder Treatment Standards have not yet been finalized, the WI DOC letter to DCC Providers (now posted above) addresses some important changes that DCC current and prospective contracted providers should anticipate in future procurements that will be posted on eSupplier by WI DOC.
