Bid Synopsis: The Wisconsin Department of Children & Families (DCF) is soliciting proposals for the administration of Wisconsin Works and Related Programs in various Geographical Regions within Wisconsin. Wisconsin Works and Related Programs include Wisconsin Works, Job Access Loans (JALs), Refugee Cash Assistance (RCA), Refugee Medical Assistance (RMA), Emergency Assistance (EA), and the optional program of Contracted Child Care.

Services shall include:
•        Engagement with prospective, current, and former participants of the programs.
•        Maintenance of organizational supports to ensure the provision of quality interactions and services to families served by the program.
•        Collaboration with the Wisconsin Department of Children and Families (DCF) to ensure compliance needs are met and opportunities for continuous improvement of the program are acted upon.

Entities eligible to submit proposals under this Request for Grant Proposal (RFP) are agencies with the capacity to effectively administer Wisconsin Works and Related Programs. Eligible entities include but are not limited to:
•        Government agencies, or incorporated entities created by government entities;
•        Private, not-for-profit entities;
•        Consortiums;
•        Private, for-profit entities; and
•        Tribal governing bodies.

DCF believes the successful delivery of Wisconsin Works and Related Programs will:
•        Connect Participant families with meaningful assistance to support them in making progress on their barriers to employment;
•        Help Participants find high-quality jobs that lead to rewarding careers;
•        Lead to meaningful wage gains for Participant families; and
•        Provide Participant families with the resources that support increased well-being.
