Bid Synopsis: The Department of Children and Families’ (DCF) vision is that all Wisconsin children and youth are safe and loved members of thriving families and communities. As part of this vision, DCF’s Division of Safety and Permanence (DSP) is striving to improve long-term outcomes for children, youth, and families who are impacted by child protective services, youth services, and the youth justice system.

People who have been impacted by the child welfare system are best equipped to identify pain points, challenges that arise from the system, and also provide expert perspectives on possible solutions. DCF understands the importance of partnering with families and youth with lived experience, whose perspectives are crucial to transforming Wisconsin’s child welfare system. For the purposes of this Request for Proposal (RFP), lived experience means the practice of incorporating the experiences and perspectives of individuals impacted by a system. Consulting with those who have lived experience is an essential approach to creating an equitable child welfare system change. The purpose of this RFP document is to provide interested parties with information to enable them to prepare and submit a proposal for Lived Experience Support Services. Services will include working closely with DCF to support the engagement, leadership development and retention of DSP’s four Lived Experience Stakeholder (Stakeholder) group through outreach and engagement, support services and networking opportunities, collaboration and engagement. The four Stakeholders groups are:
•        Child Welfare Parent Leaders
•        State Youth Advisory Council
•        Relative Caregiver Stakeholders
•        Youth Leaders in Transition (YLT)

The goal of the Stakeholder groups is to guide system improvements to better serve children and families receiving child welfare, including child protective services and youth justice services, delivered by county human service agencies and the Division of Milwaukee Child Protective Services across the state. DSP’s investment in lived experience helps to support the engagement, collaboration, and input of those who have been actively involved in the Wisconsin child welfare system. Members of these groups, referred to in this RFP as Lived Experience (LE) Experts currently meet on a regular basis to provide feedback and guidance to DSP on new initiatives, polices and program and system change efforts. Additionally, LE Experts contribute authentic perspective and deep understanding of the child welfare system and how it is experienced by those served by the system and where there are needs, gaps and opportunities to improve the system.

The State as represented by DCF intends to use the results of this RFP to award a single contract for the Lived Experience Stakeholder Support services. Proposals may be submitted by any organization as defined in Wisconsin Statute Section 49.165(1) (d): a nonprofit corporation, public agency, or federally recognized Indian tribe
