The TJ program provides subsidized employment to unemployed low-income adults in areas of Wisconsin with high unemployment and childhood poverty and other areas of special needs. Subsidized employment programs assist individuals in securing and maintaining unsubsidized employment by providing immediate income, assessing work readiness, creating a positive work history, and encouraging longer-term career preparation. TJ is operated by DCF and was established by Wis. Stat. s. 49.163 as created by 2013 Wisconsin Act 113. Program operations began on July 1, 2016.
The goals of TJ are:
1. To transition individuals into stable unsubsidized employment.
2. To increase child support payments through stable unsubsidized employment.
3. To support reunification plans with children by enhancing parental capabilities and long-term child safety through stable unsubsidized employment.
4. To help former foster youth live independently through stable unsubsidized employment.
TJ has four phases: Eligibility Determination Phase, Orientation Phase, Subsidized Employment Phase & Post-Subsidized Employment Phase.
