Bid Synopsis: The State of Wisconsin, Department of Administration (DOA), Consolidated Agency Purchasing Services (CAPS) on behalf of the Office of the Commissioner of Insurance (OCI), requests Proposals for the purchase of Wisconsin Healthcare Stability Plan Actuarial Support and intends to use the results of this process to award a Contract.

The Wisconsin Healthcare Stability Plan (WIHSP) is the state-based reinsurance program that offsets individual health insurance market claims. With federal approval of the state’s 1332 State Innovation Waiver (1332 Waiver or Waiver) application and enactment of bipartisan enabling legislation, OCI operationalized WIHSP beginning January 1, 2019. Since its inception, WIHSP has been a key factor in stabilizing the individual health insurance market by reducing premiums and increasing consumer choice.

The initial Waiver runs through December 31, 2023. OCI was successful in obtaining a Waiver extension, allowing operation of WIHSP through December 31, 2028. With this extension, and the expiration of the current actuarial contract at the end of December 2023, OCI is seeking a Contractor who can provide actuarial services necessary to implement WIHSP.
