To align with Wisconsin’s child welfare system transformation, the Department of Children and Families (DCF) will establish resources and support for families with out-of-home care involvement through the Wisconsin Family Connections Center as a unified program providing equitable services for parents and caregivers that are partnering to raise children and youth through kinship care, foster care, and post-permanency including reunification, guardianship, and adoption. The Wisconsin Family Connections Center will consist of Regional Wisconsin Family contracts and one Statewide Family Connections Center contract (see RFP 437003-G23-002125). This Request for Grant Proposal (RFP) is for only the Regional Wisconsin Family Connections Centers. The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the operation and staffing of a Regional Wisconsin Family Connections program. See Appendix 1 for a map of the Regional Wisconsin Family Connection Center service areas.
The Regional Wisconsin Family Connections Centers will provide culturally responsible and relevant information and outreach, support and networking opportunities, and short-term case management services to relatives and like-kin caregivers, birth, foster, and adoptive parents, legal guardians, and parents seeking to make an adoption plan for their children. The Regional Wisconsin Family Connections Centers will also offer programming for effective recruitment and retention of out-of-home caregivers; regularly update the Statewide Wisconsin Family Connections Center with relevant regional information; and provide child welfare professionals with information, resources, and support.
Non-profits, for-profits, county agencies, and tribal agencies are eligible to submit a response, however, this program will use federal appropriations and profit is not allowed. Proposers who provide a response to this RFP can also respond to the Statewide Wisconsin Family Connections Center (RFP 437003-G23-0002125).
The State as represented by DCF intends to use the results of this RFP to award a minimum of one contract in each region for a Regional Wisconsin Family Connections Center.
Your submitted proposal must clearly identify (in Section 6 Program Summary, Proposer Checklist - Attachment A and on the Cost Proposal - Attachment C) the region you are proposing to serve. Proposer may submit proposals to serve more than 1 region, however, each response must be submitted separately; see Section 3.3 Multiple Proposals.
