The City of Green Bay issues tax exempt debt which is subject to the arbitrage provisions of the Tax Reform Act of 1986 , as amended. The City seeks to retain a consultant to provide arbitrage calculation services for bond and certificate of participation issues of the City. The Consultant shall establish a program to ensure the City is in compliance with all arbitrage rebate requirements contained in the Internal Revenue Code and related Treasury Regulations. The City requires professional services for calculating the yields on its debt, amounts of rebate and amounts of spend-down penalty, and legally opining on such computations as well as any related requirements related to post issuance compliance .
