REQUEST FOR PROPOSALS

COMPREHENSIVE PLAN

OFFICIAL NOTICE

PROPOSALS REQUESTED: Formal proposals will be received, per the instructions below, until 2:00 P.M. on January 26, 2023. Proposals received in response to this request will be forwarded to the City’s Planning and Zoning Manager for evaluation and consideration. NOTE: This is not a pubic bid opening.

The City of Wauwatosa, Wisconsin is soliciting proposals for consulting services for development and adoption of a new City-wide comprehensive plan in compliance with the requirements of Wisconsin Statute 66.1001. The consultant is expected to lead an extensive, inclusive, and innovative community engagement process, develop a new comprehensive plan that identifies community values and goals with prioritized implementation steps to achieve a viable, sustainable, diverse and inclusive City, and guide successful adoption of the plan by the Common Council.

The City is seeking these services for an estimated period of 18-24 months with an expected start date of March 2023 in accordance with the City of Wauwatosa Request for Proposal dated November 29, 2022 and this Official Notice.

PROPOSAL SUBMITTAL

Proposal responses are due no later than 2:00 PM, Thursday, January 26, 2023. Proposals are to be a single PDF delivered via an email titled “ Comprehensive Plan” to Laurie Schleimer, Purchasing Coordinator, lschleimer@wauwatosa.net The City’s email system will not accept files larger than 10MB, if your proposal exceeds that limit please provide your submission via a digital drop box or FTP of your choosing and provide download instructions in your submission email.

PROPOSAL TIME SCHEDULE:

Listed below are estimated dates and times of actions related to this RFP:

November 29, 2022 RFP Release Date

4 PM on January 3, 2023: Submission deadline for written questions

12 PM on January 13, 2023: Response issued to submitted questions

2 PM on January 26, 2023: Deadline to submit proposals

February 15, 2023: Selection interviews, if needed

March 1, 2023: Contract Inception Date

No proposal shall be withdrawn after the opening of proposals for a period of sixty (60) days after the scheduled time of closing of proposals.

Notification of Award: The City of Wauwatosa plans to select a consultant on or about March 1, 2023. Should either party fail to execute a contract within 60 days of notification of award, the City reserves the right to rescind the award and select from another interested firm.

Proposer certifies that their proposal has been made without connection to any other vendor and is, in all respects, fair and without collusion or fraud, and is made with the understanding that no elected official or Wauwatosa City employee has an interest, directly or indirectly, unless otherwise stated.

The City of Wauwatosa reserves, exclusively to itself, the right to reject any or all proposals or to accept the proposal deemed most advantageous to the City and to waive any, or all, technicalities or informalities in submitted proposals. No proposals, alterations, or modifications to proposals shall be allowed after the official date of submission.

PATENTED DEVICES, EQUIPMENT AND PROCESSES: It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights. The successful bidder shall, in all cases, indemnify and save harmless the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery.

All questions should be directed to Laurie Schleimer, Purchasing Coordinator, via email, lschleimer@wauwatosa.net , no later than 4:00 PM, Tuesday, January 3, 2023 with the anticipation that responses to questions will be given no later than 12:00 PM, Friday, January 13, 2023. Please include “Comprehensive Plan” in the subject line.

Consultants are not permitted to contact individual City Council members or other City staff for clarification of the RFP.
