The Janesville Area Metropolitan Planning Organization (JAMPO) serves an urbanized area composed of the City of Janesville, City of Milton, and portions of the Towns of Janesville, Harmony, Milton, Rock, and La Prairie. The population served by JAMPO is approximately 72,285. JAMPO is a regional transportation planning agency administered by the City of Janesville.

The Bipartisan Infrastructure Law provides emphasis to Metropolitan Planning Organizations (MPOs) to tackle the climate crisis and plan for a transition to a clean energy, resilient future. A recently approved performance measure related to carbon emissions on the Federal Aid Highway System will go into force in the coming years and JAMPO will need to document efforts to reduce emissions within the Metropolitan Planning Area (MPA; See Appendix A for a map showing JAMPOs MPA).

Local Governments across Wisconsin and the US have begun to transition their fleet of vehicles away from exclusively internal combustion to electric or hybrid electric vehicles and are reporting fuel cost and maintenance savings alongside reductions in carbon emissions. The goal of this project is to support local governments within JAMPO’s planning area in reducing their carbon emissions. Several units of local government are included in this project including the City of Janesville, City of Milton, City of Beloit, and Rock County. These local governments serve on the JAMPO Technical Advisory Committee and/or Policy Board.

JAMPO / City are seeking a consultant to produce a report on the general cost, benefits, cautionary tales, and process of transitioning municipal fleet operations to lo/no emissions vehicles. The target audience includes municipal staff, elected officials, and interested members of the private sector and the public.

JAMPO / City will accept proposals through 12:00 p.m. CST, Friday March 15, 2024.
